There's been a lot of discussion about cheating lately, in threads like these on Facepunch - Vac going to be enabled?, Anti-Cheating Discussion, and even later in Fretta Gamemode Base. Even garry brought it up on his most recent blog post.
This is the basic rundown of how it really is.
Garrysmod is not a sandbox game. The sandbox gamemode, which is the default gamemode, is sandbox. Cheating in sandbox is relatively futile and only ends up annoying other players. The issue, however, is that there are gamemodes that are not sandbox gamemodes, which a large number of gamemodes released fall under. The problem is that most cheats are stupidly easy to make in Lua - wallhacks, aim bots, esp, and other various methods.
Script enforcer is not a solution for stopping cheaters on its own. It prevents clients from running files the server does not have, and kicks them for having files that do not match the server's files. Of course, it helps prevent cheating when some people are stopped from being able to load their cheats, but some people work around it by using memory hacks to force script enforcer to be disabled clientside, to allow the blocked files to run. According to garry, there is a solution in game already but he wants to test it some more before allowing it to kick people.
People have also been worried about VAC - will I be banned, will I still be able to play, will binary modules get me banned.
You will only be banned if you cheat.
VAC has ALWAYS been enabled, and apparently only bans you from games you have cheated in.
VAC will detect cheats, not music or joystick modules.[...]
